Press Release: AFTA Responds to Malta’s Labour Migration Policy

The Association for Temping and Outsourcing Agencies (AFTA) acknowledges the Maltese government’s Labour Migration Policy as a step toward greater transparency and accountability. While commending efforts to address workforce shortages and promote upskilling, AFTA emphasizes the need for more flexible, targeted measures to support sustainable economic growth.

AFTA warns that rigid workforce application limits and quotas could hinder competitiveness, particularly in blue-collar sectors where the Maltese and EU workforce is often unavailable. These measures risk stalling businesses that rely heavily on third-country nationals (TCNs) to meet operational demands.

The association also advocates for stronger enforcement to combat exploitation and supports incentives for exemplary employers.

To ensure the policy’s success, AFTA urges the government to conduct comprehensive economic and social impact assessments and work closely with stakeholders to refine the framework.

AFTA has formally presented its recommendations in a detailed document to Hon. Dr Byron Camilleri. The association appreciates the minister’s openness to listening and his willingness to allow AFTA to provide its recommendations for improving the policy framework.
